If the government instead funded that money into resource's such as government run facilities that make no profit towards the facility and only profits the government, then the government could charge medical bills at a fair rate and waver people of low income. The government should take the billion's being spent on welfare and use it to fund government programs that only profit the government and the citizens of America that need it.
